fix(bb_prov): own common routes + prefetch scan; captive wildcard last (#67)

- bb_prov_start gains an optional extra-routes callback; it now registers
  /save, assets, common routes (/api/version, /api/scan, /api/reboot),
  the consumer's extra routes, then the /* captive redirect — in that
  fixed order so specific GETs always win first-match.
- fires bb_wifi_scan_start_async at the end of bb_prov_start so the
  portal's auto-scan on first page-load returns a populated list.
- document the required ordering in CLAUDE.md.

previously, consumers registering /api/scan (or any dynamic GET) after
bb_prov_start lost first-match to the /* captive redirect and the prov
UI showed "Scan failed" on every page load.
