tsconfig: fix moduleResolution for commonjs compat

moduleResolution bundler requires module es2015 or later but the
project emits commonjs. Revert to node resolution and pin both
settings in .wiswa.jsonnet to prevent cruft updates from
reintroducing the mismatch.
