project: downgrade dependencies for Node.js 20 compatibility

ESLint 10, cspell 10, jest 30, and typescript-eslint 8.58+ require
Node.js 22+. Downgrade to the latest versions supporting Node.js 20
and add an engines field to enforce the constraint. Rewrite
eslint.config.mjs to use tseslint.config() instead of the ESLint 9+
defineConfig/globalIgnores API. Restore tsconfig baseUrl.
