fix(incidents_v1): prevent nil values being sent as query params (#150)

The list/2 default opts was a map with nil values for all keys, which
caused every bare list/1 call to send ?page_size=&after=&status= in the
query string. Change the default to an empty list and filter out nil
values, consistent with how IncidentsV2 and FollowUpsV2 handle opts.
