refactor!: adopt breadboard v0.8.1 portable APIs (#129)

- bump breadboard pin from v0.7.1 to v0.8.1
- migrate taipan_web HTTP handlers to portable bb_http API
- adapt main.c to new bb_prov_start(assets, n) + bb_prov_stop() surfaces
- adopt bb_embed_assets CMake helper in taipan_web
- delete scripts/embed_html.py and drop its pre: entry from platformio.ini
- update extern declarations in routes.c to const uint8_t / const size_t
