feat(bb_http): add declarative static-asset registration API (#43)

- Add bb_http_asset_t struct with path, mime, encoding, data, and len fields
- Add bb_http_register_assets() to register tables of static GET assets
- Implement asset_handler for ESP-IDF backend to emit assets with proper headers
  (Content-Type, Content-Encoding, Cache-Control: public, max-age=300)
- Stub Arduino implementation returning BB_ERR_INVALID_STATE
- Add 9 unit tests covering asset structure, encoding, and table definitions
- All tests pass; smoke tests build successfully (native, arduino-uno-cc3000, elecrow-p4-hmi7)
