v1.0.2: spanning test polish — require_cta_exclusive routing, multi-length, CLI smoke (#26)

Tightens test coverage on tsarina.spanning and tsarina.cli_spanning.
No behavior change.

- require_cta_exclusive=True/False routing tests track which of
  cta_exclusive_peptides vs cta_peptides is called on each flag.
- Multi-length best-per-cell tests with mixed 9-mer / 10-mer fixture
  confirm cross-length winner selection.
- New tests/test_cli_spanning.py with 5 argparse smoke tests
  (--help, unknown panel/format/predictor rejected, registration in
  top-level --help).

202 passed (was 193). Closes #22 and #23.
