refactor: extract web routes and assets into taipan_web component (#120)

extract all route handlers (prov_form, prov_save, status, stats, power, fan,
settings, logging, etc.) and SSE log streaming task from http_server.c into
new taipan_web component. moves embedded asset sources (*_gz.c, html/js/css/svg)
to taipan_web. http_server.c now contains only lifecycle functions
(http_server_start, http_server_start_prov, http_server_switch_to_mining) and
calls into taipan_web via register/unregister route functions. embed_html.py
updated to generate _gz.c files in taipan_web/src. all three board targets build
successfully. 150 host tests pass.
