doc: add related libraries section to README.md

Users discovering go-tarantool were unaware of complementary libraries
in the Tarantool organization. This led to missed opportunities for
using specialized tools for cluster management, configuration, and
data handling.

The new section documents 10 libraries organized into 5 categories:
IPROTO, Data Handling, Cluster Configuration, Cluster Management, and
Logging.
