fix: address CoPilot test findings in tst_util.cpp (#1102)

- Add password distribution check for random charset tests
- Document MAX_KEY_ID_LENGTH source in isValidKeyIdInvalid test
- Remove spurious exec.exists() check after opening for write
- Extract GREP_TIMEOUT_MS constant for grep timeout tests
- Use scriptContent variable to avoid literal duplication
- Tighten distribution bounds from ±50% to ±20%
- Add length assertion in distribution test loop
- Clean up temp file on write failure before assertion
