ci: bound flutter-test attach at 10 min, retry once on hang

Confirmed via the live verbose log: ~40% of test-ios jobs hang
at 'Waiting for VM Service port to be available'. Known
Flutter + iOS simulator race in mDNS / port publishing — nothing
libwallet can fix.

Cap each attempt at 10 min via GNU timeout, kill+rebooot the
simulator between attempts, retry once. A single bad attach
now burns ~10 min instead of the full 30-min job cap; both
attempts hanging is statistically rare given the per-attempt
flake rate. Real test failures (non-timeout exit codes) bail
immediately so we don't mask actual regressions.
