cruft: update

- Upgrade Yarn 4.13.0 → 4.14.1 and bump prettier to ^3.8.2
- Split QA workflow into dedicated clang-format, markdownlint, prettier,
  and spelling workflows
- Update winget publishing workflow
- Move project rules from .cursor/rules and .github/instructions to
  .claude/rules; drop Copilot/Cursor rule duplicates
- Refresh .claude agents (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync,
  workflow-shellcheck) and the ci skill
- Update AGENTS.md, CLAUDE.md, README.md, _config.yml, CITATION.cff,
  dependabot config, pre-commit config, .gitignore, .prettierignore,
  .yarnrc.yml, .wiswa.jsonnet, and VS Code dictionary
- Refresh settings.local.json.dist permissions
