cruft: update

- Add publish-winget workflow that waits for QA/Prettier/Spelling/
  markdownlint to complete before releasing to WinGet.
- Pin actions/checkout, actions/configure-pages,
  actions/upload-pages-artifact, and actions/deploy-pages to exact
  versions in the Pages workflow.
- Switch clang-format workflow and package.json scripts to the C-only
  `*.c *.h` glob via the new `clang_format_args` setting in
  `.wiswa.jsonnet`, and drop the overridden `package_json` scripts so
  the generator emits the canonical `check-formatting` and `format`
  commands (now including markdownlint-cli2).
