cruft: update

- Consolidate AI assistant rules under .claude/rules/ (remove
  .cursor/rules/ and .github/instructions/ copies).
- Refresh .claude/skills/ci/SKILL.md and agent definitions
  (badge-sync, changelog, copy-editor, markdownlint-fixer, qa-fixer,
  regen, release, wiswa-sync).
- Add dedicated workflows: markdownlint, prettier, spelling; rework
  qa.yml.
- Upgrade Yarn 4.13.0 -> 4.14.1.
- Update .pre-commit-config.yaml, .prettierignore, .gitignore,
  .github/dependabot.yml, .vscode/settings.json and dictionary,
  _config.yml, package.json, yarn.lock, CITATION.cff.
- Refresh AGENTS.md, CLAUDE.md, README.md (WISWA-generated markers,
  badge URLs), .wiswa.jsonnet (uses_user_defaults).
- Update Keep a Changelog link in CHANGELOG.md to 1.1.1.
