cruft: update

Refresh Wiswa-managed project scaffolding after generator and
dependency updates.

- Upgrade Yarn to 4.14.1 (release bundle, packageManager, yarnPath)
  and allow approvedGitRepositories in .yarnrc.yml.
- Bump GitHub Actions pins (astral-sh/setup-uv v8.1.0) across
  workflows and tighten publish/release workflow logic to treat
  missing runs as optional and handle additional conclusions.
- Extend the Release workflow with a guard step, prior-run cleanup,
  and self-cancellation when not publishing.
- Refresh pre-commit hook revisions (ruff v0.15.11) and switch
  prettier invocation to `yarn exec prettier`.
- Bump dependency floors in pyproject.toml (archiver-stats,
  commitizen, esbonio, niquests, rich, ruff, yt-dlp-utils) and
  refresh uv.lock and yarn.lock.
- Update managed .claude agent docs (click-auditor, release,
  wiswa-sync) and expand the shared settings.local.json.dist with
  new allowed commands, cache dirs, and domains.
- Extend .gitignore/.prettierignore with additional ignored paths
  and refresh .vscode/dictionary.txt and CITATION.cff metadata.
- Bump prettier devDependency to ^3.8.2 in package.json.
