Updated Wiswa-managed project files:

- Workflows: fix Yarn cache restore-keys in markdownlint and prettier; QA
  workflow adds Pyright and ty jobs, bumps ruff-action to v4.0.0.
- Pre-commit: replace local fix-ruff hook with astral-sh/ruff-pre-commit;
  bump cspell-cli; adjust CI skip list.
- package.json: extend qa script with yarn pyright and uv run ty check.
- pyproject.toml: bump ty dev dependency; refresh uv.lock and yarn.lock.
- .claude: badge-sync and qa-fixer agent tweaks; allow Bash(uv run ty *)
  in settings.local.json.dist.
- CITATION.cff: update date-released.
