* chore(deps): update dependency cilium to v1.19.3

* ci(cilium): enable kubeProxyReplacement for chaining e2e

Cilium 1.19 no longer binds NodePort on the host when
kubeProxyReplacement=false, so conformance tests that rely on NodePort
(functioning NodePort service, session affinity, ExternalName→NodePort)
fail with "Connection refused" because neither kube-proxy (disabled via
WITHOUT_KUBE_PROXY=true) nor kube-ovn's LB (disabled via ENABLE_LB=false)
is handling that traffic.

Switch to kubeProxyReplacement=true so Cilium owns service load
balancing. k8sServiceHost/Port, socketLB and nodePort are already set,
which is all that's needed for the replacement path.
