feat(nv_config): generic key/value setters with caller-supplied namespace (#9)

- add bb_nv_set_u8/u32/str, bb_nv_get_u8/u32/str, bb_nv_erase
- caller passes nvs namespace + key, keeping consumer keys isolated
  from breadboard's private bb_cfg schema
- get_* returns fallback on NVS_NOT_FOUND / NVS_NOT_INITIALIZED
- erase treats missing key as success
- host stubs return fallback so the new tests link without nvs
- 30 new host tests covering null-arg validation and fallback semantics
  (66 host tests total, all passing)
- snugfeather validated end-to-end on hardware: boot_count u32 in the
  "snugfeather" namespace persists and increments across reboots
