feat(health): expose ASIC configured + effective frequency (TA-147) (#117)

- mining_stats: add asic_freq_configured_mhz, asic_freq_effective_mhz
- bm1370/bm1368 board headers: BOARD_SMALL_CORES, BOARD_ASIC_COUNT
- mining_stats_init seeds configured freq from BM1370/BM1368_DEFAULT_FREQ_MHZ
  to avoid mutex-NULL panic (asic_init runs before mining_stats_init)
- asic_task: compute effective MHz from EMA hashrate / (small_cores × asic_count)
- /api/stats emits asic_freq_configured_mhz, asic_freq_effective_mhz,
  asic_small_cores, asic_count
- Health tab: new Performance section (bitaxe-only) showing configured
  vs effective frequency
