Add rub_2016 layout and taxonomy mappings for Budget 2016 sheet

Budget 2016 spreadsheet uses a different column order than other RUB sheets:
Date | Amount | Category | Subcategory | Comment | ... | Month

Add:
- 'rub_2016' SheetLayout (col_amount=1, col_category=2, col_group=3,
  col_comment=4, col_month=7, currency=RUB)
- _CATEGORY_COLUMNS_BY_LAYOUT['rub_2016'] = (2, 3) for seed scanning
- _default_layout_for_year: use rub_2016 for years <= 2016

Taxonomy mappings for new source_types observed in 2016:
- Курсы / Учеба / Школа → обучение (Школа also implies beneficiary=Аня)
- Налоги → налог
- Техника (envelope Кухня in 2016) → бытовая техника
