Stop overriding envelope routing with blanket Коммунальные→коммунальные

_apply_housing_heuristics had a blanket rule that forced every row with
source_type='Коммунальные' to category 'коммунальные', which stomped over
the envelope-based dispatch (e.g. 'Коммунальные'/'Mobile' → мобильник).

Remove that rule; also drop 'коммунальные' from _HOUSING_SOURCE_TYPES so
utilities don't flow through comment-keyword heuristics meant for housing
(аренда/обустройство/жильё), where the envelope alone already determines
the correct sub-category.
