test(utils): cover RandomHex, Nil helpers, Haversine, CountryName, Flex* JSON unmarshal

Adds 24 unit tests for previously-untested pure-Go utility functions
in the utils package. Coverage for ./utils/ rises from 22.9% to 93.1%.

- RandomHex: length, hex-validity, distinctness
- NilIfEmpty / NilIfZero: nil and passthrough cases
- Haversine: zero-distance, known London↔Paris value, symmetry
- CountryName: known, lowercase (case-insensitivity), unknown, empty
- FlexUint64 / FlexInt / FlexFloat64 UnmarshalJSON: number, quoted-string,
  empty/null, invalid-string rejection
- TidyName: Yahoo-ID hex stripping, all-alpha passthrough, -gNN suffix
- GenerateName: non-empty, bounded length, lowercase alpha output
