ci: wait for iOS simulator to fully boot before launching tests

Current flow calls 'simctl boot' and continues immediately, but
simctl boot returns as soon as the boot process starts — services
(including the Dart VM service discovery path) may not yet be
ready. If flutter test's attach happens in that window, it retries
silently until the 30-min job timeout, which matches the ~40% flake
rate we've been seeing. Add 'simctl bootstatus -b' to block until
the simulator reports fully booted.

Diagnostic data supporting this hypothesis: in a passing run
LibwalletClient.initialize takes 104 ms, so the 25-min silence
on failing runs is entirely before setUpAll starts — i.e. between
app launch and the Dart VM service becoming reachable.
