wltbase/init: step-by-step progress logs to pin down iOS test hang

~40% of recent test-ios jobs (017313c, 025fab6, 4dd7e7d, ec4c596,
bb9471d, 4a47b9c …) time out at 30 min — same code, same runner,
different outcome. In successful runs setUpAll runs in ~35 s after
"Xcode build done"; in failures the next 25 min are silent and the
job gets killed.

Log each step of env.init() with its elapsed time so the next hang
identifies itself. Candidates for the stall: spotlib.New (network
handshake), psql.New opening sqlite, or one of the sub-package
InitEnv calls. Diagnostic-only — zero behavioral change. Will be
removed once the root cause is confirmed + fixed.
