Solana priority fees: ComputeBudget instructions + PriorityLevel

Opt-in compute-budget support for Solana transfers. Set
PriorityLevel (none/low/medium/high) to have Validate pick a
percentile of the recent on-chain prioritization fees, or pin
ComputeUnitPrice (microlamports/CU) directly. The serialized
message stays byte-identical to the pre-change layout when no
priority fee is requested, so existing callers keep the 5000
lamport flat fee.

Simulate gains a priority_fee_recommended info warning when the
network median priority fee is non-zero and the tx carries no
ComputeBudget.
