project: add spinner, quieter logs, and termination handling

Integrate yaspin for interactive progress when not using --debug or
--quiet, default library loggers to WARNING in that mode, and extend
graceful shutdown to SIGTERM with a Windows signal fallback. Expose
optional on_message and on_cleanup hooks on workers and utilities, and
record the changes under [unreleased] in the changelog.
