* chore: bump dependencies and fix deprecated cmd build tags

Update all Go module dependencies to their latest versions.
Add `//go:build deprecated_server` tag to cmd/root.go and
cmd/mercure/main.go to match the build constraint on the functions
they reference from config_deprecated.go.
