* ci(release): npm 11+ before semantic-release, enable provenance

Upgrade global npm on the release runner for trusted publishing support,
set NPM_CONFIG_PROVENANCE for semantic-release, and declare provenance in
publishConfig for trembita and @trembita/openapi.

* fix(ci): align OpenAPI fixture with openapi-typescript output

Prettier reformatted the committed fixture (single quotes) while the
gen:fixtures step emits the CLI default (double quotes, wider indent),
so CI always failed after format check + regenerate + git diff.

Ignore the generated paths file in Prettier and commit the canonical
openapi-typescript 7.13.0 output.
