fix(ci): build before typecheck/tests; scope root tsc to core

Root tsconfig no longer includes packages/openapi sources, so tsc and
TypeDoc do not load OpenAPI files that import trembita before dist exists.

typecheck runs root tsc then @trembita/openapi workspace tsc after build
in CI. Release and test jobs run build before tests.
