Consolidate zone plans into hklpy2/plans.py (#349)

* maint #339 move move_zone and scan_zone to hklpy2.plans

Consolidate all standalone hklpy2 plans in hklpy2/plans.py.
- Move move_zone and scan_zone implementations from blocks/zone.py to plans.py
- hklpy2/__init__.py now imports move_zone, scan_zone from plans (not blocks.zone)
- blocks/zone.py retains OrthonormalZone, zonespace, zone_series
- blocks/zone.py adds deprecated shims for move_zone and scan_zone with DeprecationWarning
- Update autosummary in blocks/zone.py and plans.py docstrings
- Add move_zone/scan_zone tests to test_plans.py; add deprecation shim tests to test_zone.py
- Update RELEASE_NOTES.rst with Deprecations and Maintenance entries

* docs #339 fix deprecated directive in blocks/zone.py module docstring

The Sphinx '.. deprecated::' directive requires a version argument.
Replace with '.. note::' in the module docstring where no version
argument is appropriate.
