* docs(bpf): clarify ephemeral program helper availability

Replace the flat comma-separated helper list in the verification
profiles table (section 7) with a structured table showing each of
the 17 helpers with allowed/blocked status and requirement references.

This makes it immediately clear that map_update_elem (ND-0602 AC2)
and set_next_wake (ND-0602 AC3) are the only blocked helpers, while
all others including map_lookup_elem and send_async are available.

Also adds a cross-reference to section 7 from the section 2.2
ephemeral program overview.

Closes #716

* docs(bpf): fix ephemeral map access and ND cross-references

- Ephemeral map access: change from "Read-only" to "None" — ephemeral
  programs must not declare maps (gateway rejects ELFs with map sections)
- map_lookup_elem: mark as blocked for ephemerals (no maps to look up)
- Fix ND cross-references: map_update_elem blocked per ND-0603 AC3
  (not ND-0602 AC2), set_next_wake blocked per ND-0604 AC5 (not AC3)
