[FSSDK-12368] Fix gofmt and reduce cyclomatic complexity

- Fixed gofmt formatting (removed trailing newline)
- Extracted evaluateEveryoneElseRule method to reduce GetDecision complexity from 18 to ≤16
- All tests passing
- Decision package linting passing
