doc: add role types (admin/maintainer/member/observer)

Adds a Role Types section describing the four role types and their
assignment authority. MVP simplification: admin is fixed to
gen:hasAdmin (no user-defined admin roles). gen:hasMaintainer is a
built-in maintainer role; user-defined roles declare their type via
plain rdf:type and default to gen:Observer. Updates Phase 2B–D to
reflect type-aware authority checks.

Privilege-level enforcement (core/structure/content/comment) is
explicitly deferred to Nanodash — Nanopub Query only indexes the role
data so Nanodash can query it.
