docs #188 add how-to guide for azimuthal (psi) scans (#336)

Add guides/how_psi_scan.ipynb: executable notebook demonstrating
azimuthal scanning on E4CV with hkl_soleil using scan_extra() and
psi_constant mode. Covers realistic orientation (silicon, Cu Ka,
positive omega/tth), motor constraints, reference reflection
hkl2=(1,-1,0) for monotonic phi travel, phi cut point to avoid
wrap-around discontinuity, pre-scan verification, BestEffortCallback
for LiveTable output, matplotlib plot of motors vs psi, guidance on
choosing hkl2, and common pitfalls.

Update faq.rst: replace 'not yet directly supported' with reference
to scan_extra/psi_constant and links to new guide and E6C notebook.

Update guides.rst: add psi scan entry; reorder Computation table by
complexity (fundamental to specialist).

Add RELEASE_NOTES.rst entry under New Features.

Issue #335 filed for future scan_psi() convenience wrapper.
