[OSS-ONLY] Add LD_LIBRARY_PATH to prevent libpq symbol lookup errors

Set LD_LIBRARY_PATH to include the local postgres/lib directory so that postgres binaries use the locally-built libpq instead of picking up a stale system-installed version, which causes "undefined symbol: PQgetCurrentTimeUSec" errors.
