fix: serialise colour-toggling tests to avoid a race

`console::set_colors_enabled` is a process-global switch, so the two
tests that flip it (`test_highlight_dot_regex_does_not_cascade_into_ansi_codes`
and `test_color_tty_vs_piped`) interfered with each other when cargo ran
them in parallel, producing sporadic failures like "got 0 ANSI sequences".
Guard both tests with a shared test-local mutex.
