Add per-session RAG-only toggle and clarify search-mode banner text

  Adds a "Search only" toggle button to the header bar that switches the
  session into RAG-only mode without requiring a server-side tier change.
  Controlled by DERIVA_CHATBOT_ALLOW_RAG_TOGGLE config. Updates the
  search-mode banner to make clear results are not AI-generated.
