add allow_anonymous mode and fix rag-only empty results display

  - DERIVA_CHATBOT_ALLOW_ANONYMOUS=true lets unauthenticated users get an
    anonymous session even when Credenza is configured; /login still works
  - session-info returns login_available so the frontend shows "Log in"
    instead of "Log out" for anonymous users when Credenza is wired up
  - RAG threshold no longer hides all results when nothing scores above
    0.50 -- show everything rather than an empty result set
