fix: OOM in CI Nuxt app builds and update swagger for /changes

- Add NODE_OPTIONS=--max-old-space-size=3584 to all 4 Build Nuxt App
  steps in orb (build-android, build-android-debug, build-android-dev,
  check-hotfix-promote) to prevent OOM on large resource class
- Update swagger.json: add id and tn_rating_id to Rating definition,
  mark UserChange.lastupdated as nullable
