feature(web): redesign network connection form with improved UX (#3386)

Redesign network connection form, delivering a significantly improved
user experience for creating and editing network connections in Agama.

The new form has been implemented using TanStack Form for robust field
state management, provides independent IP configuration modes,
integrated device binding options and better validation feedback among
other aspects. It also defers form validation until submission to avoid
interrupting users while typing.
