Add OpenAPI annotations to v0.1 skills registry endpoints (#4800)

Add OpenAPI annotations to v0.1 skills API endpoints

Add swag annotations to the two registry skills handlers introduced
in #4753 so they appear in the generated OpenAPI spec:
- GET /registry/{name}/v0.1/x/dev.toolhive/skills (list, paginated)
- GET /registry/{name}/v0.1/x/dev.toolhive/skills/{ns}/{skill} (get)

Add @Description doc comments to skillsV01Response and
skillsV01Metadata so swag emits them as named schema components.
Regenerate docs/server/ to include the new paths and schemas.
