fix iOS: use user_target_xcconfig for force_load on Runner target

pod_target_xcconfig only affects the pod's own target, not the app.
Use user_target_xcconfig to inject -force_load into the Runner target's
linker flags so FFI symbols from the Go c-archive aren't stripped.
