test(zones): exercise worker zonefile load and fix loader tests (#345)

* test(zones): exercise worker zonefile load and fix loader tests

Remove wrong JSON-on-RDATA code and safe_json_decode_record. Export
do_load_file/3 under TEST and add cases for .zone and .json paths.
Update strict JSON error expectations to {json_error, Reason, File}.
Clarify RFC3597 fixture: binary RDATA is not run through custom codecs.
