fix: defer event bridge creation to avoid shutdown race

Move MakeJsonSocketFD from LibwalletInit to LibwalletSetEventCallback
so the event reader goroutine (and its associated apirouter jsonclient)
is only created when events are actually subscribed to. This avoids the
shutdown race where background goroutines try to call Dart callbacks
after the isolate has been torn down.

On the Dart side, event bridge setup is now lazy — triggered on first
access to the events stream.
