Update REQ-GO-037: add --auth and --sync-url flags to rtmx serve

Updated requirement to include authentication support for all deployment
modes (api-key, oauth) and --sync-url for connecting to remote rtmx-sync.
Priority raised from LOW to HIGH. Unblocks org-scoped-dashboard
(REQ-MONO-013) in rtmx-ai/system monorepo.
