test: benchmark verifies DetectTestCommand for 10 languages

Export DetectTestCommand and add benchmark framework test that loads
each config with expected_build_file, creates a temp dir with that
build file, and asserts DetectTestCommand returns a command matching
the config's verify_command.

Covers Go, Python, Rust, JS/TS, Java, Ruby, Kotlin, Elixir, Swift,
and Dart -- ensuring the auto-detection fix is regression-tested.
