package.json scripts, Claude settings allowlist); fix Yarn cache
restore-keys in markdownlint and Prettier workflows; bump ruff-action
and switch Ruff fixes to astral-sh/ruff-pre-commit; bump cspell hooks
and dev dependency, ty constraint, and lockfiles; refresh CITATION date
and minor agent doc tweaks.
