project: add pyright, ty, and eslint to qa

Wire Pyright and ty into local and CI QA; add matching workflow jobs;
migrate Ruff fixes to astral-sh/ruff-pre-commit; bump ty, cspell, and
ruff-action; add globals for ESLint.

Refresh Wiswa (CodeQL JavaScript/TypeScript, package scripts), CITATION,
and agent notes; remove an obsolete eslint-disable in index.js.

Fix actions/cache restore-keys for the Pyright job.
