workflows/*: add flatpak CI, manifest, and publish gates

Add a Flatpak workflow that builds on x86_64 and aarch64, uploads
artifacts, and attaches draft release assets on tags. Register the
Flatpak manifest in Wiswa and bumpversion; require the Flatpak workflow
in publish and release checks.
