cruft: update

Add Pyright and ty jobs to the QA workflow, bump ruff-action to v4.0.0,
and extend yarn qa to run pyright and ty. Bump the ty dev dependency and
refresh uv.lock and yarn.lock.

Extend .wiswa.jsonnet with QA workflow options and set the flatpak command
to bw. Bump the cspell-cli pre-commit revision, refresh CITATION date, and
refresh Claude agent and settings.dist copy (badge-sync scope, qa-fixer
spacing, allow uv run ty).
